Where does the money come from?  Revenue is collected from Taxes (Cigarette, Gasoline, Road & Bridges, Sales Tax and Utility), Licenses & Permits (Business, Liquor, Building), Charges for Services (Ice Rink, Pools, Theatre), Investment Income (Interest on Investments), Fines & Forfeitures, Intergovernmental and Miscellaneous items such as Cable Television and Senior Citizen Luncheons.

 

Did the 2000 census affect our revenue as much as the Mayor claims? Mayor Lowery and Randy McDaniel, Director of Finance have stated the reduced population numbers from the 2000 Census caused the City to face a severe financial situation during fiscal 2002.  Mayor Lowery has also stated the sale of the water company saved the city from bankruptcy.

 

How much money was lost due to the census?  According to the US Census Bureau, Florissant's population in 1990 was 51,206 and in 2000 was 50,497, a loss of only 709.  Sales tax is distributed based on population and governed by a complex set of rules and therefore in 2002 each resident was equal to approximately $240 in revenue.  Based on population only, this means a of a little more than $170,000, however the City used reserve funds in the amount of $3,843,166.
