State Auditor Montee's report documents numerous ways in which Mayor Robert Lowery has violated Florissant laws and government rules. He has ignored and violated the bidding process set out by Florissant ordinances. The City has held meetings in violation of the State of Missouri's Sunshine Laws. The Mayor has failed to document personal use of his taxpayer-provided vehicle, in violation of IRS regulations. Expenses and actions in the report were noted by the Auditor as not to be in the best interest of the City of Florissant.
