FREQUENTLY ASKED QUESTIONS ABOUT THE STATE AUDIT PETITION

 

Why an audit?

There have been numerous questions about Florissant's finances.  It is difficult and expensive to get any information about the city's finances.  See Audit Details for the information that we have gathered.

 

How much will the audit cost?

The Missouri State Auditor's office estimated the audit will cost between $16,000 and $24,000.

 

Where will the money come from?

The City of Florissant will have to pay for the audit.

 

If the City pays for an audit every year, why do we need the State to do an audit?

The State Auditor will review the finances and financial policies and procedures of the City of Florissant.  A state audit is designed to not only account for taxpayer dollars but to also:

  • Reduce waste and eliminate opportunities for fraud.

  • Review and report the performance of programs, agencies and institutions.

  • Recommend ways to improve operations, fiscal accountability and taxpayer services.

  • Educate citizens and policymakers regarding the operation of their government.

Upon completion of the audit, if necessary, recommendations will be made.  The State Auditor has also audited O'Fallon, MO and St. Charles, MO.  From page 7 (page 11 of the PDF file) the St. Charles audit "Some expenditures do not appear to be reasonable and prudent uses of public funds and some appear to be donations. Both the Mayor and the City Council have budgeted line items for directives, but there is no city policy stipulating how these funds can be spent."

 

Where can I sign a petition?

Volunteers will be collecting signatures at various places around town as well as going door to door.  If you would like to sign the petition, please email us and we'll arrange for a volunteer to stop by your home and get your signature.

 

How many signatures are needed for an audit?

The number of signatures needed is based on the number of City of Florissant residents that voted in the last election for Governor.  In this case 27,045 voted in the 2004 election for Missouri Governor, therefore, we need 2,704 signatures.

Some guidelines for collecting signatures:

  1. Only residents of the City of Florissant who are registered to vote are eligible to sign the petition. Ask if they would like to sign a petition to have the Missouri State Auditor come to Florissant and audit the city finances.

  2. For random collections ask people if they are Florissant registered voters and if they say yes, ask them if they would like to sign.

  3. For specific collection of signatures we have the list of voters, by name and address. You can get a street list to collect signatures.

  4. All volunteers will be provided with a palm card with the same information that is on our Audit Information page.

  5. **** Signatures must be signed in your presence****

What not to say?

Just stick to the facts on the palm card.  Say nothing that is unsubstantiated and do not offer personal opinion or argue with anyone.  To do so while collecting signatures is inappropriate. Offer the palm card and refer them to the website. Suggest they can sign at a later date. This is about truth and unanswered questions.
