Missouri Law MRS 249.422.3 allows for reasonable administrative costs.  The City of Florissant has budgeted 53% on administrative costs (salaries) for fiscal 2007.

$85,000 professional assistance with downtown (rue St. Francois Street) TIF project.
$60,000 consultant to raise funds for the Sunset Park Marina.
$35,000 costs to transport the F101 Voodoo Jet from Texas.
$60,000 for two clocks in the historic district.
$10,000 for the entrance sign at 270 and S. New Florissant Road
$43,000 for Sand Volleyball Court Lights at St. Ferdinand Park
