Mayor Lowery's Bodyguard The Mayor has an executive assistant. This assistant performs tasks such as scheduling the Mayor's appointments, routing phone calls, emails and other communication. Since the Mayoral election in February, 2001 Mayor Lowery has had a Police Officer who acts as his bodyguard, personal driver and assistant. The value, including salary, benefits, training and experience of this police officer to the City is approximately $80,000 annually. This Officer maintains his continuing training and education as a licensed police officer and his salary is paid from the Police Department budget. The Mayor stated at the October 20, 2007 budget work session that he needed the bodyguard for security reasons and recently had a visit from Homeland Security. Mayor Lowery then stated he could discuss it no further. In the past the Mayor has also said he is on Al-Qaeda's "hit list". If it is a matter of National Security, that the Mayor have a bodyguard, shouldn't the Federal Government provide 24 hours a day 7 days a week protection? If the Mayor is in danger, should he be exposing the public to this danger? Is this the best use of OUR tax dollars? Would our city be better served if this Police Officer was on the streets protecting all residents of Florissant?

From page 7 (page 11 of the PDF file) of the City of St. Charles audit "A $500 expenditure was noted for a "Christmas Greetings" advertisement placed in a local newspaper. The advertisement noted the council member's name with his Christmas greeting. City personnel indicated that the other council members do something similar to this. Section 115.646, RSMo 2000, prohibits the use of public funds to promote an elected official."

Article VI, Section 23, of the Missouri Constitution specifically prohibits counties, cities, or other political subdivisions of the state from granting public money or things of value to any corporation, association, or individual. To avoid being a donation, the city needs to ensure the monies are used for city provided services and they receive the required documentation from the entity documenting how the monies were spent or the services received by residents of the city of St. Charles."
